2.受*********(买方)的委托，中机国际招标有限公司作为买方代理，邀请：在中国境内注册和运营和在中国境外但与中国有正常贸易往来的所有国家/地区注册和运营生产厂家和公司参与投标。在此贷款下提供的货物和服务将作为*个完整的合同与*个成功的供货人/合同方签订。任何来自当地或第*国的货物和服务均应包括在合同中或在供货或分合同中,成功的供货人/合同方将对买方负责。此招标公告将在“中国国际招标网”、“中国招标投标公共服务平台”和“中国通用招标网”上刊登。

主要供货和工作包括：

投标人应对合同包下全部货物投标。

3.投标人应满足如下资格标准：

（1）投标人应具有独立法人资格，需提交所在国当局注册文件盖章复印件。

（2）投标人或其母公司应持续运营并开展业务不少于**年。

（3）合同项下所有货物进口成分（整机设备原产地为中华人民共和国境外）不低于**%。

（4）财务要求：

-投标人或其母公司最近3年（****-至今）税前盈利为正值，且年均营业额不低于3.4*元人民币或等值其他币种；

-投标人或其母公司应在其开户行有不低于3.4*元人民币或等值其他币种的授信，提交授信证明复印件（包括授信金额、日期、相关方及签字页）；

-投标人或其母公司须提供开标前3个月内由知名银行出具的银行资信证明，同时须提供过去3年经审计的财务报表（****-****）。

（5）业绩要求：

投标人或其母公司应具备利用外资贷款领域类似医疗设备采购项目长期国际贸易经验如下：

-投标人或其母公司应在外资贷款领域有相关经验，投标人在过去5年至今(****-至今)在中国至少成功承担并完成了1个外资贷款医院医疗设备采购项目且采购合同总金额不低于1*元人民币或等值其他币种，需提供合同复印件（包括合同名称、合同号、日期、合同相关方及签字页）和验收证明，统计时间以合同签署日期或验收证书签发日期为准；

-财务和技术能够达到完成项目的水平，投标人或其母公司须提供相关证明材料；

-投标人或其母公司须具备质量管理体系（***）****证明；

-国内投标人应提供《医疗器械经营企业许可证》及相关管理机构出具的进出口企业资格证书或对外贸易经营者备案登记表。

（6）未决诉讼：

投标人或其母公司所有尚在处理中的财务被索赔、未仲裁或其他诉讼总值不应超过其净资产的**%。投标人的净资产为其总资产和总负债的差值。

Bidders should quote the whole package of the above goods.

3. Only eligible bidders with the following key qualifications should participate in this bidding:

（1）Bidders should have independent legal personality and need to submit a copy of the registration documents of the country where they are located.

（2）The bidder or its parent company shall continue to operate and conduct business for no less than 10 years.

（3）The import goods under the contract (the origin of the whole equipment is outside the People’s Republic of China) is not less than 60%.

（4）Financial Criteria:

- The bidder or its parent company has a positive pre-tax profit in the last 3 years (2017-present), and the average annual turnover is not less than 340 million yuan or its equivalent in other currencies;

- The bidder or its parent company should have a credit line of no less than RMB 340 million or equivalent in other currencies at the bank where it opened, and submit a copy of the credit certificate (including credit amount, date, related parties and signature page);

- The bidder or its parent company must provide a bank credit certificate issued by a well-known bank within 3 months before the bid opening, and must provide the audited financial statements (2017-2019) of the past 3 years.

（5）Experience Criteria:

The Bidder should have long-term international trade experience, integrating capability in similar medical equipment procurement projects by using foreign loan experience as following:

-The bidder or its parent company should have relevant experience of foreign loans, completion of one similar foreign loan hospital medical equipment procurement project within the last 5 years (from 2015 until present) in China with a total value of not less than CNY 100 million or equivalent in other currencies, a copy of the contract (including contract name, contract number, date, contract parties and signature pages) and acceptance certificate are required. The statistical time is subject to the date of signing the contract or the date of issuance of the acceptance certificate;

- Financial and technical capability necessary to perform the contract. Relevant certified document evidence shall be provided.

- Bidders should have the International Standard Organization (ISO) 9001 quality system certification.

- The domestic bidder should provide Medical Equipment Operating Permit and Qualification Certificate of Import Enterprise or Record Registration Form for a Foreign Trade Operator issued by the relevant management authority.

（6）Pending Litigation：

All pending claims, arbitration, and litigation against the bidders shall be treated as resolved against them, and shall not be represent in total of more than 50 percent of their Net Worth. The Bidder’s Net Worth will be calculated as the difference between its total assets and its total liabilities.

4. The ceiling price is CNY340,590,000.00.

5. Interested eligible Bidders may inspect the Bidding Document at the address given below from September 8, 2020 to September 15, 2020 during working hours 9:00-11:00, 14:00-16:00. (Beijing Time), except weekends and holidays.

6. The Bidding Document, in the English language, may be purchased from CITC by interested eligible Bidders upon submission of a written application to CITC and payment of a nonrefundable fee of RMB 8000 or Euro 1000 for English version and RMB 6000 or Euro 900 for Chinese reference. The method of payment will be by cash or cashier’s check. For mail orders, the document will be sent by courier at an additional cost of RMB 700 (for domestic delivery) or Euro 100 (for overseas delivery).

7. No liability will be accepted for loss or late delivery. CMC International Tendering Co., Ltd. and Suzhou Municipal Hospital of Anhui Province will not be responsible for any costs or expenses incurred by bidders in connection with preparation or delivery of bids.

8. Bids must be delivered to CITC at the address below on or before September 30, 9:30 a.m. (Beijing Time). All Bids must be accompanied by a Bid Security with an amount of CNY 6,800,000.00 in the form and amount described in the Bidding Document. Late bids shall be rejected.
